Early warning means the capability to evaluate the social, cultural, and political situation in multiethnic countries, regions, and local communities with the goal of determining the existing or potential threat of confrontation or conflict and the capability of delivering this evaluation to the society and the state for the purpose of taking appropriate measures.. Network for Ethnic Monitoring and Early Warning (EAWARN) is an independent expert organization founded in 1993 on the basis of the Institute for Ethnology and Anthropology of the Russian Academy of Sciences (IEA RAS). In 1999, EAWARN was registered as a regional non-government organization. Its goal is to monitor the situation in ethnic policy in the Russian Federation and other post-Soviet states. The experience and information our experts have collected over the years of EAWARN’s existence are put to practical use in promotion the situation in ethnic policy in the NIS. EAWARN is run by Professor Valery Tishkov, RAS Corresponding Member and the Director of IEA RAS. |
