About EAWARN

EAWARN was created in 1993 in cooperation with Institute of Ethnology and Anthropology . of the Russian Academy of Sciences (IEA RAS). In 1999, EAWARN was registered by the Russian Federation Justice Ministry as the “Cooperation in Running Ethnological Monitoring and Early Warning” Regional Non-Governmen Organization.

The scientific monitoring network, the first of its kind, brought together over forty experts from various parts of Russia and a number of post-Soviet states, proving itself to be a responsible and effective social service. In the course of its operation, EAWARN members elaborated fine-tuned analysis methods and became experienced in conducting mutual member consultations on the issues of early crisis recognition in the realm of ethnic relations.

Over the years of activities, EAWARN became widely recognized in the CIS and the Baltic states, as well as by many world specialists, as the first independent and effective monitor on the issues of studying and regulating ethnic relations and conflicts in the former USSR. Support from the Mac.Arthur Foundation, received in 2001, became an important stimulus and resource for EAWARN as a unique epistemological community.

All EAWARN members have an identical expert status and the freedom to determine the priorities for their own research. Ethnological monitoring functions as constant dialog between members.

Currently, 44 experts from 25 Russian regions and 11 post-Soviet states work with EAWARN on a regular basis. They perform regular monitoring of ethnic relations and conflicts. Their analysis serves as the basis for EAWARN’s Bulletin and its annual report, Inter-Ethnic Relations and Conflicts in Post-Soviet States and its database, Ethnicity and Conflicts in Post-Soviet States.

EAWARN publications are distributed to a mailing list of concerned institutions. Its regular addressees are the Administration of the President of Russian Federation, the Federation Council and the State Duma of the Federal Assembly of Russian Federation, Russian Federation Ministries and Regional Administrations, RAS research institutes and centers, NGOs and research centers, embassies and missions of CIS states, Baltic states, and Russian Federation republics.

The works sent in by EAWARN experts (published and unpublished) are entered in EAWARN’s Net Base specialized database, registered by the State Informational Registry Research and Development Center in 1998. Created in 1993, the database is constantly updated and augmented with informational and analytical articles by EAWARN experts, as well as information agency reports and IEA RAS publications on appropriate subjects.
